? for the GM guys

A buddy of mine has trans am that he put a LT1 camaro engine into. He also
used the computer for the LT1 out of a 95. Here is the problem as he told me,
He needs "ECU flashed to remove Vats Pass Lock 2." He said car will start after
5 or 6 trys.
Does any one know who he can send the ECU to or what else can be done?
